The short answer is: Yes, for limited banners. Your pity counter and pulls from one limited banner carry over to the next.

For instance, during the global launch, the simultaneous Suomi and Ullrid banners shared a pity counter. Pulling on either increased your pity progress for both. This means you could nearly reach pity on one banner, then switch to the other and have a 50/50 chance of immediately obtaining the featured character. Important Note: Pity does not transfer between limited and standard banners. You cannot manipulate the system by pulling on the standard banner to approach pity, then switching to a limited banner for a guaranteed pull.

While the hard pity is 80 pulls, a soft pity system begins around 58 pulls. Your chances of obtaining an SSR unit gradually increase after 58 pulls, ensuring a guaranteed SSR by pull 80 at the latest.
