After discovering Otto von Bergow's absence from Lord Semine's wedding, the quest shifts focus to congratulating the happy couple. However, neither Agnes nor Lord Semine are readily apparent.
Before searching for Agnes, complete any other wedding activities. Speaking to Agnes triggers the quest's conclusion and transports you to Trosky Castle. Most optional wedding content precedes the ceremony, so you should be nearly finished by this point.
