How to Start The Lost Shipment Quest
Locate the Brannof Hall Dining Room, accessible from Brannof Boulevard near the Town Square. Speak with Cohen; he'll reveal the missing weapons. Crucially, speak to him again to receive vital leads.
How to Complete The Lost Shipment Quest
Follow two investigative paths. Remove any Town Guard attire before questioning anyone.
Talk to Captain Shirker on The Vincible
Find Captain Shirker on his ship, The Vincible (southeast). After a meal at The Delectable Dab, he'll mention a man in a blue waistcoat.
Locate the Man in the Waistcoat (Town Square). He'll lead you to "The Illusion," requiring you to impersonate "Sam" (who has a monobrow).
Visit the hairdresser (Old Street West) for a monobrow (costs 8 Silver and 280 Copper).
Ask Around at The Hooked Hand
Inquire at The Hooked Hand (near Eel Street). You'll be directed to The Frequently Fresh Fish Stall.
The Fishmonger needs a Fetid Flounder (requires Level 25 Fishing). Write a note (using Quill, Ink, and Paper from Lord Brannof's desk), place it inside the fish, and give it to the Fishmonger.

Follow the Furtive Stranger (Willhope Crossing to Monab Row). Show your monobrow, identify yourself as "Sam," defeat the thief (Level 30), and retrieve the Plumbatae. Return them to Brannof Hall to complete the quest.
