Weapon upgrades unlock upon reaching Level 002 Code Clearance in the main story. CODE 2 Sinners then access the Facility Management Function via the Personal Responsibility Portal. The Weapon Development Facility allows weapon management and upgrading, requiring resources and Entitlement Points. Citizen assistance reduces upgrade costs, with varying reduction rates based on their Facility Manager Aptitude. While seemingly complex, the system is intuitive in practice.
A pre-upgrade screen displays stat changes. The facility also enables Element addition and Module/Module Slot experimentation. Higher Grade weapon upgrades require permits purchased from the Claim Entitlement tab in the Window of Liberty.
